Marshal Ortyl was born on June 27, 1954. In Mielec, and graduated the Rzeszow Polytechnic in 1979.
After working in Mielec from 1979 to 1992, from 1992-1998 he was President of the Regional Development Agency MARR in Mielec. In 1997 he founded the Association of Business Incubators IN-MARR in Mielec, where he remains a member to this day. From 1997 to 1999 he was a high school teacher, as well as a member of the Foundation for Regional Development in Warsaw.
From 1998-2005, he was a councilor of the Podkarpackie Provincial Parliament, as well as a member of the board (1998-2002) and deputy (2001-2002). He worked on planning and implementation of EU aid programs, including the Rural Development Program of the World Bank, as well as planning and regional development. In 2000-2003 he was a member and vice-chairman of various steering committee and monitoring programs, such as Phare’99, Phare Social and Economic Cohesion, Phare Reconstruction, SAPARD and the Rural Development Program of the World Bank.
In addition, he was a member of the Supervisory Board of the Industrial Development Agency in Warsaw in 2001-2003, as well as a representative of the Board Regional Development Agency MARR SA from 2002 to 2005. From 2004 to 2005 he was a member of the Regional Steering Committee of the Regional Development Program.
In 2005 he was elected senator and served in this post until May 2013. At that time, he served as Secretary of State in the Ministry of Regional Development from 2005 to 2007. He has also served on several Senate Committees: National Economy, Local Government and State Administration, as well as serving as Chairman of the Senate Committee on National Defense and Vice-President of the Senate Committee on Local Government and State Administration.
He is a member of the “Solidarity”, as well as Catholic Action and the Genius Loci Association.
He belongs to the Law and Justice Party and serves on its Council. On 27 May 2013, Hh was appointed Marshal by the Podkarpacki Regional Assembly.
He is married, with two adult daughters and five grandchildren.
